Belinda “Bella” Bentley, Ph.D.

In eight (8) years, Dr. Bentley obtained an AAS in Emergency Management, a BT in Emergency Responder Administration, an MS in Homeland Security, and a Ph.D. in Emergency Management. Dr. Bentley has over 20 years boots-on-the-ground experience on the front lines of disaster events consisting of, acts of terrorism (OKC Bombing-9/11), missing children (Kirsten Renee Hatfield), natural disasters (tornados-floods-hurricanes-etc.), mass casualty events (OKC bombing, 9/11), auto accidents, etc. Her vision for MRS, MRSPPE, and The Nationwide Resilience Project™ encompasses a combination of Transformational and Servant Leadership, and she believes in leading by example using a framework of open-door communication practices at all levels in an atmosphere that upholds integrity, honesty, and ethically-based principles. 

Dr. Bentley delivers superior Design/Build Consulting Services and is a co-inventor for numerous resilience-based / disaster-resistant products, and her impeccable research proficiency and comprehension allow for extensive design, viability, and applicability across multiple industry platforms. She reviews manuscript submittals for the International Journal of Cyber Criminology, and in previous years, she specialized in public relations and marketing, as well as real estate and property management, which gives her a unique edge in mitigation and prevention strategies across the board. Currently, Dr. Bentley and her team are under contract as FEMA PA Consultants on a number of projects in Florida and W. Virginia.

Dr. Bentley’s creative drive, intuitive leadership ability, and instinctual outside-the-box thinking allow for dynamic and lucrative research and development projects that focus on community resilience, critical and strategic mitigation practices, and pragmatic solutions to rebuild the nation’s critical infrastructure. Dr. Bentley brings a unique, innovative talent to MRS, MRSPPE, and The Nationwide Resilience Project. Lewis Howard

Mr. Howard specializes in consulting,  estimating, FEMA infrastructure grants, sub-contract staffing services to FEMA prime contractors, dispute resolution, federal contract management, policy interpretation, code implementation, and forensic-style account reviews. He has successfully managed numerous contracts for over fifteen (15) years with FEMA as an SAE and Core Employee, Technical  Assistance Contractor, and state and local consultant.  He is a Project  Specialist, Certified CEF, Estimator, PA Mitigation Specialist, Public  Assistance Coordinator, State Liaison, TAC Group Lead, and FEMA Deputy Task Force Lead.  His relevant FEMA training includes, but is not limited to Cost Estimating Format (CEF) Train the Trainer, NEMIS (Mitigation) Train the Trainer, Data Warehouse Train the Trainer, Managing FEMA Staff in the JFO, Team Building for Supervisors, and Contracting Officers  Technical Representative Training.

Mr. Howard has been on the front lines of over twenty (20) disasters and managed recovery operations in approximately fifteen (15) parishes surrounding Hurricane Katrina, Rita, Gustav, and Ike. As the FEMA  Deputy Task Force Lead for SW Louisiana (SWLA), he managed dozens of  FEMA personnel and thousands of recovery project grants for local government entities, which equated to over $1 billion in federal funding.  These projects included repairs to, and often replacement of, hospitals, airports, schools, police stations, fire stations, and more.  

Mr. Howard has been a professional estimator for nearly 30 years, and over the last decade, has prepared more than 700 estimates totaling over $500 million.  His extensive career also includes employment in industries such as Architecture, Construction,  Engineering, and Fabrication.

Mr. Howard brings proficient, strategic, and technical expertise to MRS and The Nationwide Resilience Project™ and is a valuable member of our team.  His ability to think outside-the-box is unparalleled by any standard and is a co-inventor for numerous R&D projects.

David Elvir

David Elvir is the International Vice President of U.S. Flood Control. He joined the team in 2013, bringing with him over 20 years of manufacturing and disaster response expertise. He oversees International Operations, Business Development, and Strategy organizations. In this role he is responsible for the company’s emergency response program, and development of U.S. Flood Control’s corporate strategy. He manages the company’s overall financial activities, and drives operational excellence by overseeing the company’s manufacturing, operations, supply chain, quality, and the company’s global distribution system. David is also responsible for the delivery of superior customer service and satisfaction across the company.

David’s previous experience with a Fortune Five Company has given him the opportunity to specialize in quality and continuous improvement programs such as LEAN Manufacturing, ISO 9000, and Six Sigma certifications. He focuses on quality and quality control, manufacturing efficiencies, project management, and safety.  He has extensive operational experience in manufacturing and industrial sectors, as well as leading global teams and driving strategic change.

Earlier in his career, David was charged with leading business plan development, financial forecasting, financial analysis, and capital commitment planning. He was a key component in management of large disaster response & recovery projects such as Hurricanes Katrina, Rita, and Ike.

David attended Louisiana State University. He earned his Bachelor of Science degree in Business Management and completed the University of Virginia Darden School of Business Executive Education Program. He resides with his family in New Orleans, Louisiana.

Dr. Peter Coldwell

Dr. Coldwell has a B.A. in Biology from California State University-San Bernardino and received his Doctor of Medicine from the Medical College of Ohio. He’s been a practicing physician for over 24 years and has proudly served in the United States Military for more than 38 years; 8 years as an Active Duty Combat Medic, served as a
Paratrooper, and the remainder in the Reserve and Guard. 

He served with infantry units in two combat deployments, gaining extensive experience in tactical medicine, providing health care under fire while managing multiple mass casualty events. At one such event, he was injured and maintained command as the sole provider dealing with the aftermath of a grenade attack. As such, Dr. Coldwell earned the coveted Combat Medic Badge. 

Dr. Coldwell attended every military medical training program of significance, to include: Combat Casualty Care, Tactical Combat Medical Care, Medical Management of Chemical and Biological Casualties, Flight Surgeon, Diving Medicine; certified to run a chamber and perform dive physicals, Tropical Medicine, and Humanitarian Medicine. Dr. Coldwell has a current DOD security clearance, attended police SWAT training and operated as a tactical medic, and has extensive experience in live tissue training as a student and instructor. 

As a civilian doctor, he provides emergency medical care as a provider and former medical director in a variety of settings to include busy urban, free-standing, and rural ER’s, each with unique challenges and opportunities. Dr. Coldwell is the medical director for a rural Texas county EMS and holds an active Texas medical license, as well as multiple life-support certificates (ATLS, ACLS, PALS, and BLS). He also holds DEA and TX DPS certificates.

Mr. Edward R. Gulmi is President of Gold Coast Resources Group, Inc., an International and Domestic Procurement, Supply, and Sales Organization.  Mr. Gulmi has over 40 years of experience in all aspects of the global commodities import/export business including logistics development, product sales, marketing, agriculture and industrial production, international and domestic finance, purchasing, and distribution.  Before his current position, Mr. Gulmi founded numerous companies, as well as holding Board of Director and CEO positions of both private and publicly traded companies.  He was responsible for the strategic planning, acquisition, and development of business plans, as well as the implementation of marketing initiatives and departmental budgeting.  Mr. Gulmi has negotiated short and long-term finance contracts with various fortune 100 companies.  With his rich industry experience and dynamic international relationships, Mr. Gulmi quickly pivoted with the emergence of COVID-19 to ensure that first responders and then the public were outfitted as quickly and efficiently as possible with Personal Protective Equipment (PPE) throughout the USA and South America.  Mr. Gulmi continues to source, negotiate, and formulate long-term supply for the benefits of his business community.  He holds a Bachelor of Business Administration degree from Canon College in New Hampshire.  Mr. Gulmi resides with his family in Long Island, New York.

Eric has been in the transportation industry for over 35 years. He started as a management trainee directly out of college, and through his career has gained extensive knowledge in all aspects of transportation, warehousing, and distribution. He has owned his own company, Network Delivery Systems, for over 20 years. In his free time, he enjoys mountain biking in the Sierra’s and spending time with wife Debbie, daughter Jacquelyn and twin boys Matthew and Mason.

Robert Danziger has over 38 years of experience in the life science industry. Robert was the National Sales Manager for two different Cell Culture Supply Companies prior to establishing Omega Scientific in May 1996. He currently is the President/CEO of Omega Scientific and has held this position since the inception 24 years ago.
